What is a Construction Noise Assessment?

Construction and demolition works generate noise that can affect nearby residents, schools, and businesses. Planning authorities across the UK routinely condition construction noise assessments for medium and large-scale developments, requiring the applicant to demonstrate that noise impacts during the build phase will be managed effectively. Our consultants assess site activity against BS 5228-1:2009+A1:2014 — the British Standard for noise and vibration control on construction and open sites — to produce clear, defensible reports that satisfy planning conditions and protect your programme.

We also prepare Section 61 prior consent applications under the Control of Pollution Act 1974, negotiating working hours, plant restrictions, and monitoring regimes directly with the local authority on your behalf.

Why BS5228, not BS4142?

Construction noise is assessed under BS5228, not BS4142. The two standards serve different purposes: BS4142 is designed for fixed industrial and commercial installations (plant, extraction systems), while BS5228 covers the transient, unpredictable nature of construction and demolition activity with its own prediction methodology and source sound power data.

What Goes Into an Assessment

A typical construction noise assessment includes:

• Baseline monitoring: attended or unattended background noise surveys at the nearest noise-sensitive receptors, capturing L_A90, L_Aeq, and L_AFmax levels over representative periods.
• Source prediction: modelling of construction plant using BS5228 Annex C sound power data (breakers, excavators, dumpers, rollers, piling rigs), accounting for distance attenuation, ground absorption, and screening.
• Significance thresholds: application of the ABC assessment method from BS5228 Annex E. For example, at Category A dwellings (low ambient noise), the daytime threshold for significant effect may be as low as 65 dB L_Aeq,12h.
• Mitigation recommendations: selection of quieter equipment, acoustic hoarding and barriers, restricted working hours, and Section 61 best-practice measures.

Section 61 Prior Consent

Section 61 of the Control of Pollution Act 1974 allows contractors to apply to the local authority for advance consent for planned construction works. A successful application sets agreed noise limits, working hours, and monitoring arrangements — protecting both the contractor from later complaints and the community from excessive disturbance. We prepare the supporting acoustic evidence and manage the application process from start to finish.

Noise Management Plans

Beyond prediction, many planning conditions require a Construction Noise Management Plan (CNMP). This live document sets out the monitoring strategy, complaint-handling procedure, community liaison commitments, and contingency measures. We produce CNMPs that are practical for site teams to follow and robust enough to satisfy the local authority.
